ANN: wrapper for texttops filter which guesses source data encoding

As the repsective link on the CUPS website is still hidden from public view,
I'll announe it this way:

The wrapper script (written in Perl) tries to guess the source data
encoding using Perl's Encoding::Guess package, converting it to
UTF-8 and feeding that into the original texttops filter.

Note that the wrapper script needs Perl 5.8.1 or higher.
