Michael,
Thanks for the follow up. No change in anything that I can tell, local clients are all static IP, same with the server. That is the problem I'm having trying to figure out what happened. I also have a home machine i VPN in with which is assigned from a 5 IP pool which exhibits the same problem as the ones on the local network. I'd enter an authentication to see if it works but I'm never prompted for one.

In debug, I get the following which is weird since it says that the queue for the fax modem is non-shareable. Is it possible that the external modem has gone bad? I assume not since, it receives fine and sends as long as your are at the server. As you can tell below I have 5 other print queues all of which work fine.

D [11/Jul/2008:18:01:21 -0400] resetting core cache
D [11/Jul/2008:18:01:24 -0400] *** reading service settings

    "ROCK_Basement",
    "ROCK_Office",
    "RSA_Office",
    "WG_Garage",
    "WG_Office"
).
D [11/Jul/2008:18:01:24 -0400] non-shareable queue "External_Modem" (LOC PS FAX)
D [11/Jul/2008:18:01:24 -0400] No PENDING queues found (nil array).
D [11/Jul/2008:18:01:24 -0400] resetting core cache
D [11/Jul/2008:18:01:30 -0400] *** writing service settings

I have gone through the same procedure at the server to delete and recreate the fax modem I have used in the past in an effort to cure this.
=In System Preferences > print/fax delete the fax queue
=Open a document > choose Print > PDF > Fax
=Server Computer automatically creates the queue
=Rename queue to make it convenient to select in clients fax list

No other settings or details have been adjusted. I have tried the default cupsd.conf with no change in this behavior. I am really at a loss here since I was not adjusting anything in the server when this started. Possible corruption in a CUPS file? I wouldn't want to do a full OS reinstall, could a CUPS reinstall be done which would still be compatible with the 10.5.3 Server OS as expected in a full install?

I may try reverting back to the last OS archive I have to see if that solves it... But I'd rather edit something if you have any suggestions. Thanks for your time.
