Ok, but if I want a change to apply to only one printer queue I would
need the section as described?

Absolutely not.
You could have no printer section at all if you want, and put all this
inside the [global] section. The settings in [global] automatically
apply to all print queues, simplifying configuration enormously
in the general case, while still allowing easy custom changes.
