[cups.general] Installing PPD files without CUPS

As Till pointed out, you can find Foomatic at 
http://www.openprinting.org/foomatic.html.  The current version of the 
Foomatic bits is largely written in Perl and runs on several different 
operating systems.  For non-postscript printers, it requires, 
GhostScript + potentially other software like gutenprint (formerly 
gimp-print),  hplip (which now contains all current hpijs development), 
foo2XXX, and other software.  Since I don't currently have an HP-UX or 
AIX system, I can't say for certain that these run on them, but I would 
be surprised if they didn't.
I suspect many of the people on 
printing-foomatic at lists.linux-foundation.org read this list as well, but 
you might get more information about HP-UX and AIX support there.
