[cups.bugs] [LOW] STR #2854: Cupstestppd gives unneeeded warning with french locale

when used with locale fr_FR, cupstestppd will always give a warning about
the ppd version beeing obsolete.
In this locale the ppd file version is read as "4,0" even when the ppd
file actually states "4.2". Please notice the ",".
My guess is that the l10n was a bit too zealous on this test, and the "."
is wrongly replaced with a ",".
When run with LANG=C, cupsppstest gives no error or warning for the same
file.
