USR's IPP implementation is broken.  Report the problem to USR.

(Note that there is no problem using port 1631, it is just that USR
doesn't support HTTP or IPP properly so the Expect: header that was
added in 1.2 to properly support secure printing is preventing the
requests from going through...)
