When the default printer is set using CUPS_SET_DEFAULT, no events are
generated.

I think it would make sense to generate printer-state-changed events for
the printer that had previously been the default, and for the printer that
is now the default.

Without this, programs that want to indicate the default printer in a list
of available printers, will need to repeatedly poll the server outside the
subscriptions mechanism.
