Application cannot send all printer custom feature to CUPS

Dear all,
I meet a question about printer feature checking:
 My DRV/PPD has following options:
    Option "Rotated/Rotate 180 degrees" Boolean AnySetup 10.0
                Choice "True/On" ""
                *Choice "False/Off" ""

 All applications based on GNOME, they all can send Rotated to CUPS via arguments 5(the sixth argument). But in KDE environment or use KDE-based applications, they have different behavior:
  1. Turn on "Rotate 180 degrees" through Set printer options in CUPS 1.2.8 admin page
  2. Print with KWord directly.
  3. My filter cannot get the keyword "Rotated".

I just want to know is it CUPS's issue or KDEPrinting's issue.
