The CUPS pdftops filters use the language level specified in the PPD
file.  For CUPS 1.3, the maximum level we use is 2, while the CUPS
1.4 wrapper filter supports all three levels.

That said, there is very little difference between the Level 2 and
Level 3 output from pdftops...
