specify listening address for cups

Seems no matter what I do I can't stop cups from listening on all of the
addresses of an interface.

Using the listen directive:
LISTEN 192.168.1.6:631
does not stop netstat from showing:
============================
tcp 0 0 *:ipp *:* LISTEN
============================
and connections are still possible on secondary addresses.

What is the proper way to do this?
