[cups.development] [RFE] STR #3004: Allow the same job-id for various printers; IPP request redirection

A change like this would seriously break compatibility and cause a lot of
user confusion.  Moreover, redirecting IPP requests would seriously
degrade performance and make the code overly complicated.

So, this change will not be made.
