[cups.development] [RFE] STR #3018: FHS violation?

Unfortunately, the FHS does not address persistent *configuration* files
that are generated by an application in response to user input. /etc is
the only directory that actually fits, even though those files are
typically written by a user.

A similar situation exists for printers.conf, classes.conf, and
cupsd.conf.
