[cups.bugs] [HIGH] STR #3026: Remote printer administration broken in version 1.3.9.

Remote administration of printers does not work properly in
version 1.3.9.  It works okay in version 1.3.8.  I compiled both
versions with the same options and used the same configuration.
The problem with version 1.3.9 occurs when logged-in to the web
interface remotely as an administrator.  If you select a printer
and hit "Modify Printer" it tries to load a "localhost" URL,
which of course won't work, because the web browser is connected
to a remote CUPS server.
