Backend without filter

Hi,
I have installed fltk-1.1.8 and tried to install raster view
but still it says this

checking whether we are using the GNU C++ compiler... yes
checking whether g++ accepts -g... yes
checking for cp... /bin/cp
checking for mkdir... /bin/mkdir
checking for rm... /bin/rm
checking for fltk-config... no
configure: error: Sorry, rasterview requires FLTK 1.1.x.


But fltk is installed


[root at SherminLynx rasterview-1.2.1]# yum install fltk

Package fltk - 1.1.8-1.fc8.i386 is already installed.
Nothing to do


I am using Fedora 8.
what is the probs
