[cups.general] lpr "Too many active jobs" and MaxJobs setting incupsd.conf

I decided to change the MaxJobs from 0 to 800...  I have 500 active jobs (on purpose for testing).  After I restarted cupsd, I attempted to print a file using lpr and I still get the same error....

It seems like MaxJobs is being ignored!  I even moved it up in the cupsd.conf file just under servername now....
Color me frustrated!!

Yes, however I seem to remember there was an issue on reload that
caused some users problems in 1.2.7 - try stopping then starting
cupsd (instead of kill -HUP pid) to see if that clears things up.
