[cups.general] Cups leopard/tiger problems (SLPReg)

I'm trying to narrow down the plethora of failures I'm having with my 
last set of upgrades.

I believe I caught the CUPS originating issue of ISA-8859-1 no longer 
supported and have migrated my Linux client to UTF-8.  That works OK and 
was a quick fix.  Shame on Debian for not making that bold printed warnings.

Now I have macbooks, Tiger and Leopard, that cannot print to anything 
either.  Tiger get's the famous "An Error Occurred while Printing" 
(Thanks Apple, that's a winner) and Leopard can't even see the printers.

I have tried hard coding the address as:
Protocol: IPP
Address:  192.168.1.2
Queue:    <blank>

AutoScan returns nothing.
Cups logs have nothing
tcpdump has the following:

GetRequest(105) 25.3.2.1.3.1 [lsnmp]
ICMP 192.168.1.2 udp port snmp unreachable, length 156

This is repeted several times and then macbook decides on a "Generic 
Postscript Printer" (which is just a dumb default)

I believe I have a working CUPS server because my other linux box can 
print OK, but this Apple stuff just doesn't cut it.  I've tried setting 
up all the BrowseAllow settings per various posts about how to fix this 
stuff, but they get me nowhere.  I have all browse settings enabled:

BrowseOrder allow,deny
BrowseAllow all
BrowseProtocols all

feeling pretty stuck here....
Any help would be appreciated.
