setup server on mac OS 10.4 serving lab of macs using 10.5

The quota support in CUPS depends on the printer drivers supplying
PAGE: comments.  Unfortunately, many of the Mac OS X 10.4 drivers
do not output PAGE: comments and so accounting does not work.

Also, as indicated on the download page CUPS 1.3.9 is not generally
compatible with Mac OS X 10.4.x.
