Cups 1.3.8 problem

Slapt64 12.1 AMD x86_64, kernel 2.6.26.2, GCC 4.3.2.

Starting with CUPS 1.3.7 and now with 1.3.8 it compiles fine and I install the package.  I open the admin page (localhost:631) and no icons appear and noting works.  In the log file I get -
