[cups.development] Can not add printer on MAC 10.3.9

It does, but CUPS on that release of Mac OS X only scans for backends
once per boot.  You can add the "advanced" button to the toolbar by
right- (or control-) clicking on the toolbar and choosing "customize".
Then you can manually enter the device URI.
