CUPS webadmin slow when gateway down

I have looked at that and everything is fine. Our gateway is also our
nameserver..so when its down I can't get out to the internet. But I
access my CUPS server by IP and it is slow. Very fast when the gateway is working however. There's a connection there but I don't know what it could be.

Oh also: the certificate which came with my CUPS has expired where can I look up how to renew it?
