CUPS webadmin slow when gateway down

Some additional info . I've installed dnsmasq and this is what it gives in the log when I open the web admin page from another machine.

a to 192.168.178.254

192.168.178.228 is the IP address of the CUPS machine and it looks like it is sending that out to the gateway.

I'm sure I have HostNameLookups Off in the cupsd.conf file - its the default anyway.

It appears that CUPS is looking for something in the ether...what would that be?
