I know only of:

The default does not work? Why did it work before the update?

As it was said in this thread before: "I have been running Cups with
OpenSuse 11.0+ successfully on a dual xeon system for some time
[...]".

I said in above bugzilla too, that there are more securing mechanism
in your system which might be the cause of the issue too. Like
firewalls, Apparmor, SELinux, etc.

We never saw your configuration files, where you "have scoured and
cleaned the cups.conf file".
