[cups.general] Allow syntax in cupsd.conf

Like Apache, the "from" is optional, so from a completely minimalist
point of view you probably want to use the "Allow address" form.  That
said, there is no preference from a CUPS standpoint and both forms
will continue to be accepted, just like Apache.
