That tells the local cupsd to always use encryption when printing to
a shared CUPS printer.  If you use "BrowseLocalOptions" then the
local cupsd would advertise any shared printers as needing encryption.

The advertisement itself (which is just a UDP packet on port 631) is
not encrypted, just the HTTP and IPP operations over TCP.
