[cups.general] CUPS options not working on RHEL 5 v1.2.4

I'm having an issue while testing print jobs to an RHEL 5 server that
has the default installation of CUPS 1.2.4

 

When I send test print jobs with the following command:

 

lp -d printer -o landscape -o cpi=13

 

The print job comes out in portrait and the cpi is not used.

 

I have another server running RHEL 4 that has the default installation
of CUPS 1.1.22 and when I run the same command above, the job prints out
fine.

 

I've tried printing from the print server itself and from a few test
clients with no success to the RHEL 5 server.  Test print jobs to the
RHEL 4 server work as intended with the options above.
