[cups.general] printer offline then on Iget server-error-not-accepting-jobs

Also if the network cable is bad or disconnected, some piece of
network hardware stops working, routing failures beyond the local
system, etc.

Set the LogLevel to debug and monitor the error_log file.  With
CUPS 1.3, use:

     cupsctl --debug-logging
