[cups.bugs] BrowseShortNames fails when system starts without ypbind

No, that would cause all pending remote print jobs to be canceled.

What's probably happening is that the local CUPS is creating two
remote queues - one previously associated with the host name and one
associated with the IP.

Some possible fixes for you:

     1. Make sure that ypbind is running before cups is started.
     2. Use DNS for host names instead of NIS.
