This is a known issue in 1.1.23 that is resolved in later releases
of CUPS.

This is caused by packet loss - cups-polld in 1.1.23 would relay all
printers at once, overloading the cupsd process and resulting in many
of the update packets getting lost.

About all you can do is set the timeout to a very large value.
