[cups.general] Adding Encrypted Printer

Basically, add "?encryption=always" to the end of an IPP URI, e.g.:

     /usr/sbin/lpadmin -p rwssl4 -E -v "ipp://209.119.222.222:631/?encryption=always 
" -m raw
