[cups.bugs] Cups/printers.conf cannot be edited. It re-writes itself. Need help!

Standard CUPS won't do this if you have actually stopped cupsd and it  
is no longer running. Try:

     lpadmin -p printer -o auth-info-required=none

which makes the change to the running cupsd.
