Cups/printers.conf cannot be edited. It re-writesitself. Need help!

Michael,
I did as you asked & got the same results; it wants a password. As I said, I'm not the greatest with computers. I believe I did this correctly, but, maybe not. I've attached a copy of both files. Please recommend changes.
