Sorry, that is currently not possible.  You can limit CUPS-Move-Job  
for all accesses (command-line, GUI, and web interface), but there is  
no way to disable or limit the test page functionality without also  
limiting all printing...

You can file a feature request for this at:

     http://www.cups.org/str.php

Please include specific details of *how* you want to limit things  
("this is how I want it to work") so we can come up with an  
appropriate change in a future release.
