RAW Print Queue spawns 500 jobs

I am attempting to configure CUPS with CUPD-LPD support to allow a remote device to print a raw job to the server, and funnel that job to a perl program.
In setting CUPS up with CUPS-LPD, I defined a new printer queue, and made that a LPD device with RAW support, using the URI of lpd:\\fqdn-hostname\queuename
When I test it from the shell, using 'lp -d queue /etc/hosts' - the CUPS process seems to spawn jobs until it hits 500 jobs, in /var/spool/cups
I don't know why this is happening.
