There is no way this is a high priority bug. At most it is an enhancement
request, but it is not one we will be implementing.

The best I can suggest is to provide your own text filter that suppresses
extra (blank) pages, or use one of the scripting backends on the cups.org
links page (Tea4CUPS, etc.) that allow you to manipulate the print data
before it goes to the printer.
