[cups.bugs] [MOD] STR #3311: Insufficient HTTP error checking in cupsDoIORequest

There are several situations in which cupsDoIORequest can loop
forever because it not check carefully enough for permanent errors.
One such situation is when server alias checking on the server denies
our request with HTTP_BAD_REQUEST:
  https://bugzilla.redhat.com/show_bug.cgi?id=519663

Another is when an IPP-Get-Printer-Attributes request fails with
HTTP_NOT_FOUND:
  https://bugzilla.redhat.com/show_bug.cgi?id=518065
