No, you don't need to (or want to) do this - just pass the drv: name with the "-m" option and cupsd will do what's necessary.
Also, the "drv" driver interface program was merged with the cups-driverd helper in CUPS 1.4.x - you'd need to run the ppdc command to get PPD files...
