build for ARM

I would like to build cups for ARM architecture for babbage board
using arm-none-linux-gnueabi-gcc cross compiler.
How do I configure ./configure to have an ARM target.

I already configured the target as for the kernel:
export ARCH=arm
export CROSS_COMPILE=/arm-none-linux-gnueabi/bin/arm-none-linux-gnueabi-

But i see no references to ARM platform in config or makefiles.

Still my elf formats are X86.
