You mix up PPDs with generic CUPS filters like texttops.
You do not yet understand the full picture of CUPS filtering.

Have a look at the CUPS documentation and/or see

the sections "The Spooler" versus "PPD Files" and "The Filter"
and then see "CUPS Filter System Background Information" at
http://en.opensuse.org/SDB:Using_Your_Own_Filters_to_Print_with_CUPS

To print ASCII text as is (i.e. in "raw" mode) use
   lp -d queue_name -o raw file.ascii
but note that you get it as "raw" as requested.
In "raw" printing mode it is not possible to convert anything
for example the line break (e.g. LF -> CR+LF) or append
a form feed at the end of the document to eject the last
sheet out of the printer.
