Can't connect to localhost:631

I can't connect to localhost:631 in either openSUSE 11.1 or Mandriva 2009.0 [both are AMD 64 and KDE 4] in either Firefox or Konqueror. I could a few days ago. In Konqueror I get this:

Connection to Server Refused
