Pending job after out-of-paper condition resolved gets printed last

Here is my environment:

Mac OS X Server v10.5.5, CUPS version 1.3.8

Printer is a HP LJ 4515, shared to Windows clients by OS X Server via SMB.

Client is a Windows Server 2003 x64 box printing to the above printer via SMB.

Job order is critical in our environment (must remain sequential).

The problem we are encountering is that when the LJ 4515 printer runs out of paper, and paper is resupplied, the job that was pending in CUPS when the paper ran out is then deferred (or actually in a "paused" status if you were to look at the print queue via a Windows client) until all remaining queued jobs are printed, then that deferred job is printed last.

I have enabled the retry-job error policy so that when the printer runs out of paper, admin intervention is not required to start printing again.

I need all jobs to print in order, regardless of whether or not the printer ran out of paper in the middle. Any assistance would be appreciated.

Thanks in advance.
