Change to required backend permission in 1.4

In CUPS 1.3.* I had our homespun accounting backend wrapper owned by root and chmod-ed 700, to force cupsd to execute it as root, to enable it to write to a protected accounting database. Testing 1.4b2, I find that even though cupsd is running as root, fully-executable backends are executed as user lp - and that a backend owned by root and with mode 700 won't be executed. (Clearly I can protect the resources for user lp instead of root as before to adapt to the change.)

I've not yet found any documentation of this - is it a deliberate new thing in 1.4?
