Thank you very much for your answer.

I do not know the GS 8.63 behavior, but for 8.64 I reported the problem 
and even though we are in code freeze for GS 8.64 and they have accepted 
my patch to fix it.

As the DSC specs do not clearly forbid DSC comments inside 
"%%BeginPageSetup" and "%%EndPageSetup", I have also reported a CUPS bug:
