I am unable to answer this question from the CUPS point of view.  
However, as a solution to this situation. You could use PrinterSetup  
to manage the queues and then dynamically update the queues on the  
server or the client based upon whether or not the printer is online.

Also, just yesterday I uploaded a screencast which begins to touch on  
the dynamic configuration features though the use of scripts. If you  
want to go down this path then have a look at this latest screencast.  
Essentially, it explains that there are pre and post hook scripts  
which are able to dynamically configure the printers on the system  
based on various circumstances.
