Remote administration is disabled by default. Use the following
command in a Terminal window to enable it:
cupsctl --remote-admin

Have you enabled printer sharing on the server? If not, CUPS will not
allow you to print remotely.
Use Server Admin on the Mac server to enable printer sharing.
