Password required?

To answer my own question:

I don't know whether it is intentional, but the default cupsd.conf contains two policies, "default" and "authenticated." The "default" policy is the traditional behavior, the "authenticated" policy requires a password even for printing.
Apparently the "authenticated" policy takes precedence over the "default" policy, even though the cupsd.conf reference says under "DefaultPolicy" that the default policy is "default." Explicitly specifying a DefaultPolicy directive didn't seem to have an effect.
Finally I simply deleted the "authenticated" policy from cupsd.conf, and I now can print without authentication again.
