[cups.general] CUPS v1.4rc1 - issue on OS/2

Check for errors running cups-deviced in the CUPS error_log file -  
more than likely it is crashing, preventing admin.cgi from listing the  
devices.

Right, we moved all of the banners and the test page to use a new  
"bannertops" filter instead.
