[cups.bugs] [LOW] STR #3249: Maximum username/password length is arbitrary

There is currently a 32 character limit on both the username and password
when authenticating.  Instead, sysconf(_SC_LOGIN_NAME_MAX) and
sysconf(_SC_PASS_MAX) should be used to discover the system limits.
