[cups.development] [RFE] STR #3247: Enable CUPS to advertize non-CUPS network printers

When an admin wants to make available a network printer that does natively
some IPP, he has to create a new printer on a CUPS server and use the IPP
backend. This adds a new queue and makes it mandatory to use a PPD for
that printer.

I would like to advertize this printer as a remote printer (like it is the
case for printers discovered on polled CUPS servers).

This may be accomplished by:
* making the CUPS server advertize the printers it discovers via MDNS.
* enable cups-polld to "spoof" a printer description.
