Grabbing Active Job States from Command Line (Possible?)

Is there a way I can run a CUPS CLI command to poll all current "active" print jobs and their states on a CUPS server?  I'm interested in sending out a daily e-mail alert for any "active" jobs which may be sitting in queues in a "stopped" or "held" state.  The command would be run from the CUPS server itself (we don't really use clients in our configuration).
