That's not it.  The permissions from the RPM file manifest are
'0555' (and 0755 for the directory):

# rpm -q cups
cups-1.4-0.rc1.3.fc11.x86_64
[root at worm ~]# rpm -qvl cups | grep daemon/cups-driverd
-r-xr-xr-x    1 root    root                    43904 Jun 17
16:18 /usr/lib/cups/daemon/cups-driverd
# rpm -qvl cups | grep daemon$
drwxr-xr-x    2 root    root                        0 Jun 17
16:18 /usr/lib/cups/daemon

For the benefit of anyone else reading this mailing list seeing a
similar problem as yours, did you install any third party drivers?  I
wonder if there is one out there that is messing up permissions as part
of its installation procedure.
